The Project is worked out on task of Sevastopol municipal state administration.

Bases for the Project designing were the City development General plan expiration of time which was worked out in 1983 and also change of the town administrative-territorial status and conditions of the town economy development.

The Concept designing purpose:

Definition of problems, priorities, principal directions, and tasks of Sevastopol’s resource and environmentally balanced development in the City’s administrative borders, forming of population life activity optimal conditions with gradual transformation to coastal eco-city.

The Priorities:

• Inseparable connection people with nature, achievement of ecological balance in Sevastopol region all subsystems function, and making of prerequisites and conditions for further influence prevention of Sevastopol own negative phenomenon complex;
• Passage from technocratic to humanistic oriented activity on knowledge production, education, cultural, and governance spheres role growth basis;
• Making of high technological, environmental-oriented science-intensive productions;
• Formation of new function-planning and spatial relations between dwelling, production, and recreation;
• Satisfaction of different social inhabitants groups individual needs;
• High level of transport service and engineering beautification, provision with modern systems of engineering equipment, transport, recycling, and utilization of waste.
