Sevastopol occupies the southwestern part of the Crimean peninsula. His territory borders upon Bakhchisaray district on the northwest and Big Yalta on the southwest. Black Sea’s waters wash the region from the west and the south.

Extent from the west to the east is 43 km; from the north to the south is 50 km. Length of coastline is 152 km and of land frontier is 106 km.

The extreme point on the north is Lucull cape, on the south is Sarych cape, on the west is Khersones cape, and on the east is woodland, Thez-Bair mountain on the Ay-Petri yaila.

Two towns are situated in borders of the City region including Sevastopol and Inkerman. There are one settlement of urban-type Kacha and 29 rural population aggregates. In addition, there are more than 30 hamlets without population aggregates status, i.e. agrarian type or special colony. These inhabitants are Sevastopol dwellers.

Territory of the Big Sevastopol occupies 864 sq m. In addition, bays’ water area includes 216 sq m.

The City has unique resources for development of health resort, recreation, and tourist sectors. There is comfortable for rest soft coastal climate in the region. This is a border of temperate and subtropical geographical zone. Monthly average temperature of air: in May +14.9 Co, in June +19.4 Co, in July +22.4 Co, in August +21.1 Co, in September +18.0 Co, in October +13.6 Co. Air moisture is low: 45-60% in summer. The most arid month is July. Duration of summer comfort period is 130-150 days. Duration of beach season is 130 days. 2,400 hours of sunny radiance make it possible to organize active holiday season during 4-5 months. Sunny radiation can use in the purpose of heliotherapy almost whole-year

Sea water is therapeutic factor. In the specialists’ opinion, beach comfort season is determined by temperature of sea water superficial layer above than +17 Co; for children and people with weak health +20 Co and over. Sea choppiness must be less than 3 point. Near Sevastopol seacoasts sea water temperature is stable relatively one: +21…+22 Co in summer months. There is temperature temporary rise to +25 Co including in July to +22…+26 Co. Water saltiness is 17.88%.

Within two-kilometer seacoast zone they can say about capacity of health resort and recreation network in 200.000 places. Thereby it is possible to accommodate all vacationers which are in the town in peak days. Usually these are the last days of July and the first days of August. First of all we can considerate as health resort and recreation resources the following territories:

1. One-kilometer strip from Lukull cape to project boundary of town development including Uchkuevka, i.e. 1,340 hectares;
2. All territories in area of town development, which are defined by functional zoning for health resort and recreation construction;
3. Empty territories of Phiolent health resort and recreation district (40 hectares) and planning in the future for freeing territories of military units (400 hectares including 200 hectares for development and 200 hectares for exotic park amusements which need in large territories). Most of health resorts can not create such structures in consequence of territory shortage. Also this zone will be landscaped;
4. Prospective territories of Balaklava health resort and recreation district excluding nature conservation zones;
5. Territories which are appropriate for placement of health resort and recreation network in district of Sevastopol part of South coast of the Crimea;
6. 200 hectares of prospective territories in forest-mountain zone near Tylovoe, Rezervnoe, Orlinoe, Morozovka, Rodnikovoe, Ternovka, Kolkhoznoe villages, etc.

Health resort and recreation recourses of district on these territories (2,700 hectares) make up 130,000 places of the network.

Town development zone. Capacity is 6,500 places. In area of Omega bay complex of health resort and recreation institutions is created with capacity 4,700 places including 1,300 of existing places. Creation of tourists complex near Khrustalny cape is planned. In city-wide center construction of hotel “De-Luxe” category is planned with whole set of sports and fitness objects which generate integrated complex with placed there yacht-clubs, beaches, etc. Also will be kept single institutions in town building zone including child’s sanatoriums etc.

The northern health resort and recreation district within Lukull cape and Uchkuevka beach will be received the most large growth because it has enough free territories and sand long beaches. Here it is not difficult to organize engineering infrastructure and service taking into consideration availability of population aggregates and recreation institutions along the seacoast. Development of this zone is stimulated by Belbek airport opening. The airport meets vacationers from Moscow, Kiev and other cities. Health resort and recreation complexes are formed basically with small recreating centers of institutions and organizations, child’s recreation camps, private boarding houses, tourist bases, camping, and tourist hotels. It will be stimulated creation of such institutions on territory of suburban cooperatives which are in two-kilometer protective strip of seacoast. As result of deal participation of builders, obligatory engineering preparation of the territory will be executed, in the first place of falling liable seacoast edges. The territory will be made comfortable. Health resort and recreation complexes of common use will be organized here. Existing recreation institutions which have unfinished objects and use temporary structures will have invited investors for development of the territories according to projects.

ФPhiolent health resort and recreation district within Khersones and Mramornaya bays. Now, network’s capacity is 500 places and it will be in the future 4,500 places. Free territory consists of 40 hectares. But large suburban territories expect change the destination, new construction on the territories of health resort and recreation institutions, organization of small private hotels, boarding houses (as it was before the revolution in this region) for family rest. In addition huge territories of special organizations will be become free as result of its rational use on the area of 400 hectares. The territories will be used for creation of more large health resort and recreation institutions mainly hotel’s complexes with full service including pools, tennis courts, diving clubs, etc. Large military polygons can be use for organization of exotic park amusements which need in big territories. Covered by forest part of these territories will have become woodland parks.

Balaklava health resort and recreation district is the most attractive one for investors. Exotica of narrow bay, Chembalo fortress, conserved Nazukin embankment, tunnels of former underground plant, rocks of “Lost world”, and even open casts of Balaklava ore bureau attract tourists here.Perspective direction of district’s development is yachting. The developed zone is territory of former military unit near the entrance to the bay and then territory of gully to Psilerakhsky open cast, Nazukin embankment (reshape) and Mramornaya street (limited number of storey to 2-3). After that territory of Balaklava ore bureau, zones of Spiliya hole (out of historical and nature conservation territories) and Inzhyr (Ayaz’ma). Planning network capacity will be 6,000 places for projected period.

The south health resort and recreation district includes territory closed by ridge of the Crimean Maintains which has subtropical climate, zone of Batiliman and Laspi holes, Sarych cape where will have organized complexes of the same names. Zone of Batiliman hole is developed since 1910 when cooperative settlement named “Professor’s Corner” was established here.Zone of the Laspi hole and Laspi bay (Laspi is mud in the Greek language) had many underground water sources before earthquake of 1790. The zone is specialized on improvement of the children's health. Region of Sarych cape is developed insufficiently. Mountain relief of this health resort and recreation district, very beautiful bays, beaches with large, mid, and small pebbles covering are very attractive ones for placement here institutions for treatment and rest of adults and children. It is possible to allocate 5,000 places of the network here.
Nature and history protective territories are included in this region:

1. Aya Cape is a landscape reserve of the state importance (1,340 hectares) with unique relict forest, fancy cliffs, underwater reefs, and fresh water sources.
2. Laspi amphitheatre landscape is combination of exotic rocks, underwater world of small sea bays, and forest vegetation. It includes “Laspi Rocks” reserved hole (rocks’ precipice and plateau), Ilyas-Kaya maintain mass, temple of Saint Iliya (IX-X centuries), cloister in Teshlar hole, Laspi medieval settlement.

Maintain and forest recreation zone. Uniqueness of this zone which includes territories of four forestry of Sevastopol forest-hunting economy with territory of Baydarsky landscape state reserve is in forest covering of its the most part. Thanks to this, environmental balance in nature keeps including peculiar micro-climate, various worlds of plants and animals, and numerous archeological monuments. Here, 54 of plants’ sorts remain and 85 of animals’ kind which booked to the Red Book of Ukraine. High degree of nature’s resources safety is explained of relatively low degree of economic activity.
42 of nature unique structures are represented on comparatively small territory. There are especially valuable objects among of them:

1. Chernorechensky canyon is 12 km of narrow ravine. Slopes of it are covered with relict juniper forests with various shapes of decay: idols, columns, bastions. There are representatives of rare kinds of animals booked to Red Book, especially reptiles;
2. Uzuginsky (2 km), Ay-Todorsky, Sukhorechensky canyons, etc;
3. Skel’skaya stalactitic karstic cave;
4. Skel’sky menhirs (zone of Rodnikovoye village) were created by man three thousand years before Christ (Late Stone Age and Bronze Epoch). Vertical roughly abated blocks in the shape of obelisk 2.50-3.75 m of height, up to 80 cm of width are oriented towards the four corners of the earth. Probably this is a monument of ancient astronomic observations;
5. Fat’ma-Koba and Shan-Koba are Mesolithic settlements near Peredovoye settlement. Numerous “Stone Boxes” are tombs of Tauruses, Greeks, Romans, etc.
6. Shuldan and Chelter-Marmara near Ternovka village are cave cloisters which enter into the composition of cave towns and cloisters including adjoining monuments in Bakhchisaray district;
7. Exits of mountain rocks near Peredovoye, Novo-Bobrovka, Tylovoe, Shyrokoye villages and other objects of this recreation, zone mountains’ peaks including are objects of cognitive and sporting tourism.

Sevastopol National Park establishment on the basis of Baydarsky and Aya Cape wildlife preserves will make it possible to determine routine of various plots’ use according to the territory functional zoning.
It is possible to put 2,000 places in mountain-forest recreation zone generally in form of indivisible dispersed objects.

Beach resources of Sevastopol are very various ones. In the course of one day you can visit sand beaches in the North health resort and recreation region and pebble beaches in Phiolent, Balaklava, and South health resort and recreation regions. There are nature beaches 53 km of length in the region 127 hectares of area including 43 hectares (11 km) in the town development zone and 84 hectares (42 km) in seaside health resort and recreation zone. Necessity in beach territories is 97 hectares (39 km). It’s planned for adaptation 108 hectares (45 km). Among of them there are organized beaches 33 hectares (10 km), the rest beaches 75 hectares (35 km) are necessary to develop. At the first stage beaches’ territories in the town zone will be developed in Omega (widening), Peschany cape, Kazachya bay, Khrustalny beach (widening), etc and at Balaklava outskirts (4 hectares), on South coast of the Crimea (8 hectares).

Sevastopol has unique resources for development of tourist sector. It enables to organize various types of tours and excursions:

Cognitive and thematic tours. On the region’s territory there are more than 2,000 monuments of archeology, history, culture, and architecture; 4 natural wildlife preserves of the state importance including 3 of landscape and 1 zoological ones, and 7 nature monuments of local importance and 2 dolphinariums.
The principal objects of tourist’s interest:

1. In 1996 by UNESCO decision KHERSONES TAURICHESKY National Park was included in list of 100 outstanding monuments of the world culture. Plots of Khersones Chora and Vladimir Temple are persisted here.
2. Primorsky boulevard, Monument to Drowned Ships, Grafskaya quay, Monument to Admiral Paul S. Nakhimov;
3. HISTORICAL BOULEVARD Memorial Complex, DEFENSE OF SEVASTOPOL IN 1854-1855 Panorama;
4. MALAKHOV KURGAN Memorial complex;
5. SAPUN GORA DIORAMA Memorial complex;
6. Sevastopol defenders’ cemetery of 1854-1855;
7. Kalamita fortress, Inkerman Saint Clement cloister;

9. Sea Museum Aquarium, Dolphinarium, State Oceanarium of Ukraine Research Center with Dolphinarium. Dolphin therapy means bathing with dolphins;
10. Phiolent cape, Saint George cloister;
11. War-Historical Museum of Black Sea Navy, Art Museum named M. Kroshytsky, Branch of Ukrainian Armed Forces Museum in Balaklava i.e. underground plant for submarines repair;
12. Shuldan and Chelter cave cloisters, Eski-Kermen cave town in the neighboring part of Baknchisaray district;
13. Baydarsky pass with Baydarsky gate and Phorosskaya church in the neighboring part of Big Yalta.

Cultural-educational tours. There are 5 state museums in the City which attract tourists, 4 theatres, and Philharmonic Society. Tourists can touch the arms exhibits in the Navy museum. On the territory of KHERSONES TAURICHESKY Nature Reserve outdoor two theatres show performances in remained antique theatre. It is planned construction of new Antique theatre.

Holiday tours. Various actions take place in the City which attract tourists including Ukrainian Navy’s Day, Day of Russian Federation Black Sea Navy, international sailing regattas, Golden Little Fish international festival of child’s creative work, Balaklava Vacations international festival of singer poets-bards, Khersones Games international festival, etc.

Extreme tourism. Large extent of the seacoast, availability of various bays, underwater reefs, mountain masses, caves, sporting and military airdromes enables to develop the next popular kinds of rest:

1. Yachting, windsurfing, water motorcycle and bicycle driving, including training and competitions in Lukull cape, holiday camp named Mokrousov, Lyubimovka settlement, Sevastopol and Balaklava bays;
2. Air-tourism, including flights on light airplanes, air-excursions, hang gliding in regions of Khersones cape and airdrome of Ukrainian society of defense assistance;
3. Underwater excursions with scubas including nighttime; underwater hunt, filming, excursions to drowning ships in region of Balaklava, Phiolent cape, Laspi bay, Khersones cape, Pesochny cape, Aya cape. Diving-centers are placed in Sevastopol and Balaklava;
4. Mountain-pedestrian routes. Holiday camp named Mokrousov has tourist bases in mountain part of the region and accepts tourists;
5. Rock climbing. Routes of various complexity are worked out including the most difficult to 6B category in Laspi area;
6. Ride tourism in Peredovoye, Goncharnoye, Novo-Bobrovka villages;
7. Speleo-tourism.

Ethnographic tourism. Tours to places of compact residents of Crimean Tartars. Acquaintance with their ceremonies, customs, and creative works.

Religious tourism. Pilgrims tour to orthodox sacred places. Visitation of temples, cave cloisters, holy places. The most popular places are Vladimirsky Temple in Khersones i.e. place of Saint Vladimir christening; St, George and Inkerman cloisters.

Sea outings to Sevastopol, Balaklava. The most asked for: Along the Seacoast, To Yalta, To Lost World in the Aya Cape wildlife preserve.

Wine tours. Very popular tour is Big Wine Road with excursion to vineyards and wineries: Zolotaya Balka (Golden Gully), Inkerman plant of vintage wines with visitation of taster holls.

Rural and green tourism. Placing in the houses, cottages, summer cottages of rural inhabitants. Ride strolls, gather forest plants, fishing.

Agriculture of the region is specialized in viticulture, gardening. Grapes, fruits, and berries of elite sorts are fresh and have not any preserving agents. It contain vitamins’ stock in easy assimilate nature combination and also amino acids, cellulose.Grapes, fruits are advised at many diseases including cardiovascular, tuberculosis, etc.

Scientific tourism i.e. arrangement of educational and scientific expeditions and excursions. It may be archeological tours on plots of land of KHERSONES TAURICHESKY National Park which are reorganized in Archeological park or in the future Sevastopol National nature park including Baydarsky, Aya Cape wildlife preserves, etc.

Enterprise tourism includes hunt, fishing, pick mushrooms, fruits and berries, herbage. Licensing hunting in forestry mainly for wild boars and deer may become a stimulus for hunt sector development.

Variety, exoticism of resources, its concentration on comparatively not great area in combination with the rest near the sea, bathing, sea climate, plenty of grape and fruits enable to talk about availability of this sector development.
